They base the charges purely on weight and not dimensional weight which International couriers like Fedex, DHL, UPS, OCS or DPEX use. If you purchased bulky items overseas, you'd save time and money taking them back with you on your flight and paying excess baggage if you must, than using an international courier service. For additional savings, some airports like Thailand's Suvarnabhumi Airport have an "Unaccompanied Baggage Service" which claims savings of up to 50% on excess baggage.
